Dear Senator,

As your constituent, I write to encourage your support for the Special Envoy to Monitor and Combat Anti-Semitism Act. With anti-Semitism on the rise around the world, it is essential that the U.S. renew its leadership in combating global anti-Semitism by upgrading the rank of the Special Envoy to Monitor and Combat Anti-Semitism at the U.S. State Department

In December 2018, the European Union’s Agency for Fundamental Rights (FRA) issued a report on discrimination and hate crimes against Jews in the European Union. The report found that anti-Semitism is “pervasive,” “has become disturbingly normalized,” and “hinders people’s ability to live openly Jewish lives.” FRA polled more than 16,000 Jews in 12 E.U. countries. More than a third of those polled say they have considered emigrating. Reports like this underscore the urgent need to fill the Special Envoy position.

The bipartisan Special Envoy to Monitor and Combat Anti-Semitism Act strengthens the position of Special Envoy to Monitor and Combat Anti-Semitism to match current threats and challenges. The bill will require the President to nominate a Special Envoy no later than 90 days after enactment and no later than 120 days thereafter whenever the position is vacant. It also elevates the position of Special Envoy to Monitor and Combat Anti-Semitism to the rank of Ambassador and ensures that the Special Envoy reports directly to the Secretary of State.

H.R.221 was passed by the House of Representatives on January 10, 2018. The same bill also passed the House during the last Congress on September 13, 2018. The Senate should also swiftly pass this bill and I urge your support.
