Renew America’s Leadership in Combating Anti-Semitism

As your constituent, I write to urge you to support bipartisan legislation that will elevate the position of the Special Envoy to Monitor and Combat Anti-Semitism. Recent years have seen a rise in global anti-Semitism, and U.S. leadership—mainly through the State Department’s Special Envoy to Monitor and Combat Anti-Semitism—has been critical in encouraging European and other governments to do more to protect vulnerable Jewish communities.

The Special Envoy to Monitor and Combat Anti-Semitism Act of 2017, would elevate the rank of the Special Envoy to Ambassador and authorize the Envoy to report directly to the Secretary of State. It would clarify that the Special Envoy cannot be assigned to work on any other issues concurrently and that the Envoy should be the primary point of contact for the United States government on all foreign policy matters related to anti-Semitism.

The Special Envoy has played a key role in developing and implementing policies and procedures designed to combat anti-Semitism. To name just one example, previous Envoys have been tasked with ensuring that American diplomats around the globe are operating under a shared definition of anti-Semitism—the working definition crafted by the European Monitoring Center on Racism and Xenophobia—which characterizes anti-Semitism as “a certain perception of Jews, which may be expressed as hatred of Jews.” The working definition also describes anti-Semitism as it relates to the State of Israel—the targeting of Jews for the perceived misdeeds of Israel, and the demonization of Israel itself in which its very legitimacy is challenged.

The position of the Special Envoy to Monitor and Combat Anti-Semitism is tasked with advancing polices to protect Jewish communities around the world—a job more important now than in any time in recent memory. Beyond policy, the sheer existence of such a position signals to world leaders America’s commitment to fight bigotry in general and anti-Semitism in particular. Passage of the Special Envoy to Monitor and Combat Anti-Semitism Act of 2017 will have a real impact on both policy and perception at a critical time.
